Holiday Jack is the final prize for clearing all the Halloween Event Cards for the International Version Halloween 2015 Event. Since he is only available by clearing all the cards his max skill level is 1. His skill isn't very powerful but has a nice animation as 'Sandy Claws' will fly across your screen clearing random chains of Tsum Tsums.
